Review and Appeal Procedures for Classification Decisions by the Levels and Promotions Committee

Informal Review

  1. A librarian and/or manager who has concerns about a classification decision made by the Levels and Promotions Committee (LPC) can request a review of the decision by the LPC. A written request for review should be submitted to the Library Human Resources Consultant within 10 working days of receiving written notification of the classification.  The request for review should include the reasons for the review.  If needed, arrangements will be made for the librarian and/or manager to meet with the LPC to present their concerns about the classification.  The reviewed decision of the LPC will be communicated to the librarian and/or manager by the Library Human Resources Consultant within 20 working days of receipt of the request for review.

Formal Appeal

  1. If any disagreement cannot be resolved as outlined in step 1, any of the parties concerned may appeal in writing to the Chair of the LPC with a copy to the Provost within 20 working days of notification of the reviewed LPC decision.
  2. The Chair of the LPC shall arrange for the first meeting of the Ad Hoc Appeal Committee within 20 working days of receipt of the written request for appeal. The membership of the Committee should be as follows:
  3. The University Librarian or delegate
  4. One appointee of the McMaster University Faculty Association
  5. One appointee of the appellant
  6. One appointee of the LPC, normally a member of the LPC (non-voting chair, voting only to resolve an impasse).  The appointees, excluding the LPC appointee, shall not have participated in the decision being appealed, shall be employees of the University, and service on this Appeal Committee shall not represent a conflict of interest.
  7. The Appeal Committee shall review the appeal and, within the confines of the Position Responsibility Statement, Curriculum Vitae, Performance Reviews, supporting documentation submitted for classification, and The Policy on Librarian Classification and Salary Administration including the Five Classification Levels for Librarians, may make whatever investigations it deems necessary in order to reach a decision.
  8. The Appeal Committee shall give the appellant the right to present her or his case for appeal.
  9. The decision of the Appeal Committee shall be by majority vote and shall be binding on all parties. The Committee’s decision shall be restricted to the classification under appeal.
  10. The Appeal Committee shall make its decision known to the appellant with a copy to the Provost and Chair of the LPC within 20 working days of being established.
